Yes, foreign students from non EU countries can work up to 20 hours / week after obtaining temporary residence permit. Exceptions for limitations are: the summer and internship periods set by the educational institution – the work then is not limited meaning up to 40 hours per week. Also, the limitation of working time does not apply to foreign students in doctoral studies.

You should keep in mind, that during the last year of studying, you can apply for a temporary residence permit renewal for 3 additional months from the day when studies are finished in order to look for a job.
After graduating, you also have the possibility to apply for a temporary residence permit for 12 months for job search and self-employment purposes.
